City Attorney


The City Attorney’s Office handles all of the civil legal affairs of the City of Long Beach. The duties of the City Attorney are set forth in the City’s Charter, which provides that the City Attorney shall be the sole and exclusive legal advisor of the City, City Council and all the City Commissions, committees, officers and employees. As such, the City Attorney is charged with municipal responsibilities as complex as any in the State.

The City Attorney’s office represents the City on affirmative and defensive civil litigation, legislative and legal issues, and administrative code enforcement proceedings.

My goal as City Attorney is to protect the public’s interest and provide sound legal advice and counsel to the City, its elected and appointed officials, departments, boards and commissions. I strive at all times to protect and preserve the legal rights and assets of the City and will vigorously enforce its municipal regulations in order to maintain and improve the quality of life of all its residents.


Assistant City Attorney


Assisted with office budget, management and administration.  Supervised and managed the Litigation and Departmental Counsel Divisions.  Advised the City Council, Council Committees, the City of Long Beach Board of Water Commissioners, the Water Department, the Department of Gas & Oil and the City Clerk’s Department.  Advised on assessment and improvement districts, bond issuances, the Brown Act, conflicts of interest and ethics, election law, and tidelands trust issues.  Provided legal advice to various City boards and commissions.  Reviewed and prepared contracts, leases, MOUs, resolutions, ordinances and legal opinions.

Principal Deputy City Attorney


Supervised and managed the Departmental Counsel Division.  Advised the City Council, Council Committees, the City of Long Beach Board of Water Commissioners, the Water Department, and the Department of Gas & Oil.  Reviewed and prepared contracts, leases, MOUs, resolutions, ordinances and opinions.  Significant projects included the Queen Mary bankruptcy, Measure D drafting and implementation, State of California oil abandonment fund litigation; tidelands land exchange, local write-in election issues and amendments to the Central Basin Ground Water Judgment. 

Deputy City Attorney, Departmental Counsel


Advised the Department of Oil Properties, Police Department, Fire Department, Parks, Recreation & Marine Department, Health & Human Services Department, Financial Management, Public Works, Community Development, Workforce Development and Special Events and Filming.  Reviewed and prepared contracts, leases, MOUs, resolutions, ordinances and opinions.  Researched and analyzed a wide range of municipal law issues.

Deputy City Attorney, Litigation


Maintained a full caseload representing the City in various litigation matters.  Performed discovery, depositions, arbitration, mediation, bench trials and jury trials.  Cases included alleged civil rights violations, first amendment issues, dangerous condition of public property, breach of contract and general liability.

I am admitted to practice in California and before the United States District Court for the Central District, the Ninth Circuit Court of Appeal and the United States Supreme Court. I am a member of the California State Bar Association (Public Law Section), Long Beach Bar Association (Elected to the Board of Governors for the terms of 2003-2004 and 2012-2013) and served as President of the Long Beach City Attorney's Association for the term of 2003-2004 and served as the Vice-President 2002-2003. I served as an elected member of the Board of Directors of the Long Beach City Employees Federal Credit Union (1998-2013) and as Chairman (2011-2013), and I am a current member of the City Attorney Association of Los Angeles County.



Married to Terese Parkin (Schneeweis) for 40 years.  He is the father of 3 adult children and 2 grand-children. Charlie is a lifelong resident of Long Beach and graduated from Saint Anthony’s, LBCC, and CSULB.
